Francis Edward McGovern

McGovern gained statewide fame as Milwaukee County’s crusading district attorney from 1905 to 1909. In 1910, he was elected to the first of two terms as governor. Much of his progressive agenda, including workmen’s compensation and regulation of children’s and women’s labor, was enacted during the first term.
